Strengthening the Capacities of Local Self-Government for Human Resources Management

The Coalition “All for Fair Trials” is implementing the project “Strengthening the Capacities of Local Self-Government for Human Resources Management” awarded through the European Policy Institute – Skopje (EPI), with financial support from the European Union. The project will be implemented within the project WeBER 2.0 Western Balkan Civil Society Empowerment for a Reformed Public Administration.in the period from 01.06.2021 to 31.03.2022.

Overall goal:

  • Improving the employment process in the public administration, as a precondition for providing better quality of services to citizens.

Main activities:

  • Collecting data regarding the employment of civil servants in accordance with the acts for systematization;
  • Collecting data regarding the procedure for selection of the most suitable candidates for the job;
  • Evaluation of the manner and procedure for determining the level of advancement of public service employees;
  • A citizen survey regarding the quality of the services provided by the municipalities;
  • Animating citizens in order to create a regional civic campaign and recording of personal video stories.

Expected results:

  • Collected and processed data from 3 units of local self-government (ULSG) regarding the number and type of employees, the employment procedure and the procedure for determining the level of promotion of employees in public services in the period from 2018 to 2021;
  • Collected and processed data from questionnaires of at least 30 employees in ULSG regarding their level of education, experience, promotion, etc.;
  • Collected and processed data from surveys of at least 200 citizens regarding their perception of municipal employees, the employment process and the transparency of the ULSG;
  • Raised awareness of citizens regarding the process of employment and human resource management in ULSG;
  • Conducted regional campaign for animating the citizens about public administration reforms and the employment process and recorded personal video stories of the citizens;
  • Published analysis of the employment situation in the public services, the manner and procedure for determining the level of advancement of employees, as well as the monitoring of SIGMA principles in human resource management

Target groups: Employees in the public administration, the citizens, as well as the municipalities Shuto Orizari, Karpos and Aerodrom.
